Below is the wording for
the proposed change that will affect the definition of "service
animal" under the ADA.
"The term service animal does not include wild animals (including
nonhuman primates born in captivity), reptiles, rabbits, farm
animals (including any breed of horse, miniature horse, pony, pig,
or goat), ferrets, amphibians, and rodents. Animals whose sole
function is to provide emotional support, comfort, therapy,
companionship, therapeutic benefits, or to promote emotional
well-being are not service animals."
This change is expected to go into effect by the end of the Bush

Editors Note: If every potential
Guide Horse went through this level of training etc., there
might be potential there for success, but the minimal training of most Miniature Horses,
and the use of dwarves in some programs are the cause for our concern.
There may be a success story here, and we are not being purposely BLINDED
ourselves by ignoring this project. We will be anxiously following this particular story
until the project has been completed.
